When is NOC required?+
NOC needed when moving vehicle to different state OR different RTO within same state. Old RTO issues Form 28 (NOC valid 6 months). Without NOC, new RTO wont accept transfer.
Time limit for transfer?+
Buyer must apply within 30 days of vehicle purchase. Late transfer: penalty Rs 100-500 + late fee per month. Always transfer immediately to avoid liability issues.
Can I drive after RC transfer?+
Yes, with submission receipt + insurance in your name. Carry original sale documents and receipt. New RC delivered in 7-15 days. Drive legally during this period.
What if seller wont cooperate?+
File complaint with RTO with sale proof. RTO can transfer without sellers consent if you have proof + 30 days notice. File FIR for fraud if seller refuses documents.
Transfer fee refundable?+
No, transfer fee is non-refundable. Only road tax differential (if moved from low-tax to high-tax state) is partly refundable from old state when applying for refund.
Online vs offline transfer?+
Online (faster): apply via Parivahan portal, upload documents, visit RTO once for verification. Offline (slower): visit RTO with all documents, multiple counters. Both cost same.
